In fact, as far back as we can trace, Man has always spoken many different languages; if at any time he spoke a single language from which all other languages descended then it has resisted the concerted efforts of numerous scholars to find it.

There is no reason why Canada should even aim at having a majority of bilingual people. It is just not a realistic proposition. Nevertheless, Kingscott (1991) found that most Canadians approve of bilinguality, especially the young, and enrolments for language classes have substantially increased recently, providing a significant barometer of opinion. This, then, is a brief description of the language barrier which is presenting so many problems to Europeans in general. In the ensuing chapters we shall be looking at how this problem specifically affects the various police forces and what they are doing (or proposing to do) to resolve the difficulties experienced.
